PACIFIC AIRLIFT RALLY (PAR) is a PACAF-sponsored Military Airlift symposium for countries in the pacific region. U.S. Navy (USN) CAPT. Leo Goff, manding Officer, L.Y. Spear Class Submarine Tender USS FRANK CABLE (AS 40), addresses the crew on Dec. 4, 2001, the Monday following a weekend boiler explosion aboard the ship. The Dec. 1 accident released superheated steam and critically injured six Sailors. They were stabilized and flown from Guam to Brooke Army Medical Center in San Antonio, TX, over the weekend.
