U.S. Navy (USN) CAPT. Leo Goff, manding Officer, L.Y. Spear Class Submarine Tender USS FRANK CABLE (AS 40), addresses the crew on Dec. 4, 2001, the Monday following a weekend boiler explosion aboard the ship.
