IN ORDER TO PRESERVE BEACH, THE U.S. ARMY CORPS OF ENGINEERS PLANS TO ADD A NEW FOUNDATION OF SAND UNDER THE EXISTING LAYER. CRITICS ARGUE THIS WOULD CHANGE COLOR OF BEACH, CAUSING IT TO LOSE ITS APPEAL
