Community work clearing rocks from reef flat at morning low tide

Description:
All able bodied adults of community clearing rocks from natural reef passage and carrying them inland (with aid of trucks) for filling gabions [wire mesh box breakwaters]. The project began after a storm surge of 1990 and was initially assisted and supplied by NZ. Recognisable from left: Nua Amuhia, Eheta Pelea, Vai Pikia, Pina Tavita, Fekei Nahau, Lagi Pikia?, Peleni Mativa, Pepa Elia and Hail...
