- The manual was developed by the Secretariat to provide a rigorous procedure to direct the procurement process for consultants, goods, services and works behalf of SPREP. The Secretariat recognises that ensuring a disciplined approach to procurement is an important factor in strengthening its institutional processes in governance. All procurement activities are to be undertaken in compliance of the procurement practices and procedures set forth in this manual as well as all related SPREP policies and procedures, including among others environment and safeguard policies, child protection policies, international fiduciary standards and procedures.
